Robert Flynn has 32 years of experience with the Unemployment Insurance (UI) program of the California Employment Development Department (EDD).
His roles included adjudicating eligibility of claimants, representing the EDD in appeals hearings, statewide training, federal liaison on immigration issues, and program analyst.
He was instrumental in the centralization and computerization of UI services. As Program Manager of the Determination and Appeals unit, his staff literally "wrote the book" on eligibility, benefit determination, and all other internal UI staff procedures.
